II. Adoption of the March 12, 2011 Minutes

Motion was made and seconded to adopt the minutes of the March 2011 meeting.

III. Treasurers Report

Vice President, John McCulloch, provided the Treasurers Report.  Motion to accept the report was made by Keith and seconded by Pam.

IV.  Membership Report

Donna Palmbach provided the April 2011 FCATV membership report:

                        134 Families

                          56 Single

                         29 Businesses

This represents the current FCATV membership of 353 (considering a minimum adjustment of two people per family membership).  Motion made and seconded to accept the membership report.

V.  Mapping Update

The feedback from the map sponsors has been very good.  The maps are being proofed and some minor adjustments on routes to sponsors.

Some discussion occurred regarding the possibility of coordinating a tri county map.  The consolidation of trail information for several counties on one map would be more efficient and probably cost effective, too.

President, Jack reminded everyone that ATV’s couldn’t use snowmobile trails unless indicated as multi use trails.

VI. Trails

There was good conversation regarding connecting county highway ‘S’ and old hwy 8 by the Crandon Race Track.  When and if this section is opened, Cliff Flannery indicated ATV’s would be welcome at the Hwy 8 Crandon Raceway!  (There are showers, bathrooms, power hook-ups with 50-60 campsites available.  He would arrange to have the grass cut and the charge is yet to be determined.)

The Mole Lake connection would represent a big draw if a route can be established in the Town of Nashville.  The Chippewa would like to open trails but a pie shaped piece of property has an issue to be resolved.

Signing on Cty ‘S’ through the Town of Lincoln will be completed.  (Currently approximately 70 sign’s have been placed.

We won’t give up on our efforts and goal to promote ATV’s in Forest County and connecting with other neighboring counties.

The Recreational Officer Assistant and the WI DOT agree, (in concept for a trail along Hwy 8.  Our goal is to take one step at a time to extend the trails to Monico and beyond.

We would like to have a great E/W corridor available within 4 to 5 years.

Trail Maintenance

The FCATV Spring Trail Maintenance event has tentatively been set for Saturday, April 23rd at 9 a.m. at the Town Building in Newald.  (Weather may have an impact on our ability to groom the trails, so bring your rain jackets and watch boots to support the effort.)

School Forest south of Laona

Logs have been placed around the edge of the trails to e used to eliminate some erosion in the area.

The Forestry Department has agreed to opening trails on March 29th to work with the calendar weekend.

VII. PENDING ISSUES

The width of trails is currently a maximum of 65”.  Will the future bring the need for adding width to our trail system?  Future discussion maybe required.

VIII. LAONA SPORT SHOW

The Laona Sport Show will be located next to and behind the Shell station on Friday, May 6th and Saturday, May 7th.  FCATV will have a booth with maps and members manning the booth will be available to share information and answer questions.  You are welcome to spend some time in the booth, too.

IX. PARADES & PLANNING

FCATV will be participating in the Crandon and Laona Parades.  Bring your 4 x 4 (decorate it if you like) and ride in the Crandon and Laona Parades representing FCATV.  We typically assemble at the back of the Forest County Court House in Crandon and the Grade School in Wabeno.  Hope you will join both parades and represent your Club.

More details will be made available on the web site when dates and times become available.

X. OFFICER ACTIVITIES

Jack Matuszewski (President) and John McCulloch (Vice-President) will be attending the quarterly meeting with the Forest Service.

XII. CALENDAR ACTIVITIES

Jeff Kramer, Web Master, posts events, sponsors and activities on the Club web site.  Be sure to check out the web site for valuable information, too.

I.e. Meetings, Parades, Senior Citizen/Nursing Home Pontoon Boat rides with bingo good food, too!  It just makes you feel good to help others share the great north woods.

XIII. HIGHWAY 8 - CLEAN UP

Several years ago, we adopted a portion of Hwy 8 west of Crandon.  Each May, after the monthly Club meeting, we pick-up litter along our adopted one mile section of the highway.  Please join us and enjoy the weather, meet other Club members and keep the north woods beautiful!

XIV. NEXT MEETING

May 14th at C.J.’s Bar, Newald, WI

XV. ADJURNMENT

Motion for adjournment was made by Pam McCulloch and seconded by Don Koska.

V. Old Business

A. Membership report - Donna Palmbach reported the club has a total of 353 members.

B.  Feedback from ATV Map Ads – Lyle Weyers reported the map has a total $7365.00 in paid sponsors. This is without any expenses at this time.  The boxes have all been made by Glenn Dommer (76 total), he suggested the boxes have a sealer applied to all, and this requires a heated garage.  John McCulloch volunteered his garage to finish this, and will be done before April 15, 2011. A group of volunteers will do this.  John will contact Brian (Crandon) to make stickers for the boxes, as well as for members to put on their ATV’s.  John and Lyle will sign off on the final copy that is due this week from the printers..

C.   Trail Maintenance Report Glenn Palmbach reported Jack and Randy have found a grader in Argonne that is in good condition,(actually better shape than our present grader).  The reason this is being considered is there is a good probability we could be maintaining the southern part of the trail from Laona.  Another point for the addition of another grader is if our present equipment failed we would need to pay a contractor to do the maintenance.  There is a potential of $19,000/year for the maintenance of the southern part of the trail. Our existing grader has paid for itself plus in two years.  The cost of the grader is $4500.00 at this time. Bob Hartenberger made motion to purchase second grade not to exceed $5,000., seconded by Glenn Palmbach.    Motion carried.  John McCulloch reported the Laona Sport Show is May 6th and 7th.  The club has paid $100.00 for a booth and encourages members to come out and help, and bring ideas.  The club should get their digital photo frame to set up at the booth.  The trail maintenance date is April 23rd, meeting at 9:00 am in Newald.

D .New Trail Proposal   Jack has been working on getting north of Laona open , this is owned by Crandon Timber LLC, and was rejected.  The Forestry Dept. will be writing a letter urging them to open to ATV’s.  The trail at Windfall, (Ada Lake) the club has permission to cross.  This is at Hwy. 52 west.  Two property owners have agreed.  Don Kostka is working on getting a trail out of Alvin.

VI. New Business
a.
Lake States Resources Dues  This has already been discussed and approved.

b.      Future Meeting Places -    The dates for  the next three meetings are:  April 9th May’s Bar in Crandon, May 14th CJ’s in Newald, and June 11th at Backhaus in Wabeno.

Motion to adjourn was made by Glenn Palmbach, seconded by Lyle Weyers.  Motion carried.

Next meeting will be April 9, 2011 at May’s Bar in Crandon.

Motion was made by Glenn Palmbach, seconded by Jim Hausinger to approve the minutes as distributed. Motion carried.

IV. Treasurer’s Report

Jim Hausinger presented the treasurer’s report.  Motion made by Donna Palmbach, seconded by Lyle Weyers to approve treasurer’s report.  Motion carried.

V. Old Business

a. Membership report - Donna Palmbach reported the club has a new high, 139 family members, 56 single memberships, and 29 business members for a total of 363 members!

B  Raffle ReportJim Hausinger reported the raffle was a success, not as profitable as last year, however we still had a profit.  It appeared the members did not sell as many tickets as previous years.

C.   Trail Maintenance ReportJack reported there is one area of concern behind the sawmill in Wabeno, gravel will be needed in the spring.  The Highway Dept. is responsible for this. The maintenance contract expires in
June of 2011
. This should be discussed with the Forestry Dept. before April as that is the time to request grants. Jim Hausinger reported he had contacted Jim Holperin concerning the trail from Crandon to Monico, Jim Holperin
responded in letter, saying snowmobiles will be approved, not ATV’s due to safety concerns.  A meeting will be held and Jim Holperin plans to attend, if anyone in the club hears of this meeting date please share that with others in the club.

D. Mapping Committee Report – Lyle reported the committee met with Spectra Printing, and has received a quote for 10,000 maps. The maps will be the same size as Oconto’s, user friendly. Larry Sommer had forms printed
to be used at the time of requesting ads, they are to be completely filled out and one stays with the club member, the other with the sponsor.  Jim Hausinger contacted the Potawatomi and has sold the back page to them.
A vote was taken to have a $1.00 donation request printed on the map. Boxes for donations will be researched.

E. Feedback from School Forest Committee/Plan for School Forest – Jack reported he has the MOU from the Laona School District; however, there are some corrections.  The word “trail” needs to be replaced with “route”.
Laona
is requesting a $500. Deposit from the club to be used for maintenance should need be.  This is not a viable point as it would set precedent, and the club is agreeing to maintain this area by the MOU.
Mike Albrecht recommended some club members attend the next board meeting to discuss this.  Jack will get the date of the meeting.

F.Wabeno Winterfest Reminder.  Please remember to help at the Wabeno Winterfest today.

G.  Dues for Lakeside Resources and Blue Ribbon Collation.   A motion to approve dues for $100.00 for the Lakeside Resource renewal and $100.00 for the Blue Ribbon Collation renewal dues was made by Roger Steinbach,

Carl seconded this motion. Motion carried. Jim Hausinger will order this.

Jack will get the total mileage of what needs to be done.  The School Forest (south of Laona, off the Nicolet Trail and crossing 32) has a committee of 6 overseeing this, the ATV club has neglected our duty in the matter.  Jack, John and Pam went out and put up signs, the club needs to maintain this trail, however there will be another meeting with the committee before the club can step in.

2-tiered level of reimbursement, one for officers, and one for members.  It will be voted on at the next meeting.

a. Membership report -  Donna Palmbach presented the report on membership, currently the club has a total of 110 family members, 42 single, and 31 business members, for a total of 293 members.  Jim Hausinger reported Jack, John and Jim have concerns stating people joining the club are not aware of the club’s activities.  Many of these people do not have access to computers.  They pay their dues and do not hear from the club again.  He proposed the club have a volunteer to send a welcome/thank you note for joining and include a quarterly newsletter the officers have been working on.  This newsletter includes the meetings and rides for the year.  After some discussion it was decided all members would get a newsletter in the mail.  Donna Palmbach will send a thank you/welcome to all new members.  Lyle Weyers volunteered to get the newsletters together and do the mailings with the information Donna Palmbach will provide him.

b.   Link exchange – Jeff Kramer met with Robert Jones after the last meeting and discussed the proposed link exchange the club had been approached on.  Robert and Jeff felt if the club were to allow this business (which is a lightweight camping equipment shop) to link from our site we should have an agreement for $100.00/annually for 3 years.  It was decided we should contact WATVA and get their opinion on this.  Jeff has expanded the photo area for our website and welcomes any pictures members may have of our activities as a club.   Carl Herrich is going to be the club historian; he has a digital photo frame and will be maintaining this. Thank you Carl!!!
